Synopsis

This book provides the mechanics of dealing with pertinent issues in the implementations of free primary education noting that the success of any programme is anchored on successful administration. The writer first establishes the core position of education in human resource mobilization which in itself is mandatory for development in any society. He then proceeds to trace the historical and philosophical basis for the implementation of free primary education programme in the country and the various stages this implementation has passed through. The core of the book closely interrogates this implementation within one of the most vulnerable categories – the ASAL community. The work therefore situates itself within the most critical and challenging circumstances for the implementation. In view of the fact that this is a continuing process, the author examines some of the factors which may hinder the successful implementation and what needs to be done to address them. The book is therefore a useful resource for scholars as well as programme planners and implementers of educational programmes, especially free primary education, within the communities which have a wide range of challenges.
